  • The unit is empty. We can reach the dryer, the air handler and every register without moving anyone's things.
  • You do not know how the last tenant used the dryer. A household that ran eight loads a week, dried pet bedding or never cleaned the lint screen can fill a vent in a single lease.
  • Problems show up in the first month. Slow drying, a hot laundry closet or a smell from the vents usually lands as a maintenance request soon after move-in. Fixing it first saves a service call on an occupied unit.
  • You get a record. Dated photos show the condition you handed over, which helps if a question comes up at the end of the next lease.

What North Carolina law says about the equipment you supply

North Carolina's residential landlord law, G.S. 42-42, sets out what a landlord has to maintain. Heating, ventilating and air conditioning are named directly.

Maintain in good and safe working order and promptly repair all electrical, plumbing, sanitary, heating, ventilating, air conditioning, and other facilities and appliances supplied or required to be supplied by the landlord

The statute does not say how often a dryer vent or duct system should be cleaned, and we are not lawyers. What it does make clear is that the systems you provide are your responsibility to keep in safe working order, and that written repair requests from a tenant need a prompt answer. A clean vent and a documented inspection are a simple way to stay ahead of both.

The dryer vent is the fire risk

If you do one thing at turnover, clear the dryer vent. The U.S. Consumer Product Safety Commission warns that lint can block the flow of air, cause excessive heat build-up, and result in a fire in some dryers.

Failure to clean (31%) was the leading factor contributing to the ignition of clothes dryer fires in homes from 2018-2020.

Air ducts: inspect first, clean when there is a reason

The EPA does not recommend cleaning air ducts on a fixed schedule, and neither do we.

Knowledge about air duct cleaning is in its early stages, so a blanket recommendation cannot be offered as to whether you should have your air ducts in your home cleaned.

The EPA does list situations where cleaning makes sense, and several of them come up at turnover more than at any other time: visible mold growth inside hard ducts, ducts infested with rodents or insects, and ducts clogged with heavy dust and debris. A unit that sat empty through a humid Raleigh summer, or one where the last tenant kept several pets, is a fair candidate. A unit with clean returns and a filter that was changed on time usually is not.

A simple turnover checklist

  1. Replace the HVAC filter and write the date on it.
  2. Pull the dryer out and check the transition hose. Replace plastic or foil hose with rigid or semi-rigid metal. The CPSC notes most manufacturers specify rigid or corrugated semi-rigid metal duct, which provides maximum airflow.
  3. Clean the dryer vent from the dryer to the outside hood, and confirm the flap opens with the dryer running.
  4. Look at the return grille and the first few feet of the return duct. Heavy dust, pet hair or droppings mean the ducts need a closer look.
  5. Check the air handler closet or crawlspace access for standing water, a wet drain pan or a musty smell.
  6. Keep the photos with the lease file.

Pet hair and dander collect at return grilles and in the first stretch of return duct, and cleaning the carpets does not reach them. If the next tenant has allergies, that is worth dealing with before move-in. Duct cleaning followed by an air duct sanitizing treatment is an option where the camera shows it is needed.
